Government Plans Swift Action on Lofstedt Review
1 December 2011
Professor Lofstedt's review of health and safety legislation, and the Government's response to it, were both published at the beginning of the week.
Key recommendations include exemption from health and safety law for self-employed people whose work poses no risk of harm to others; a review by the Health and Safety Executive of all its codes of practice; a closer working relationship between the Government and the European Commission; consolidation of regulations where necessary; the HSE to direct all local authority health and safety inspection; clarification of the pre-action protocol standard disclosure list; and a review of strict liability.
The Government has proposed an ambitious implementation programme, including a consultation in January to consider the first sets of regulatory removals.
